Why: Scott and Ororo are perfect for each other because they both know pain and they both have to have control because their mutant abilities are very powerful. They are also both good leaders.

They are each others compliments and understand each other in a way that no
one else can. Their closeness, mutual respect, and love for one another, I
believe could grow into something more if the writers ever gave them a
chance. There have been many episodes and issues where I've read something
between the lines of a storm/cyclops dialouge, and no one can say that
there isn't something waiting to shimmer between the two of them. To me
that shimmer is like the phoenix, never completely rising, always falling
unto ashes, yet rising again. At least here, their phoenix truly has a
chance to soar.
